Bromford Flagship publishes new key financing frameworks

Following the completion of its merger in February 2025, Bromford Flagship has established and updated two key financing frameworks which have been published this month.

We habe established a Euro Medium-Term Note (EMTN) programme as we continue to optimise and expand our financing options in preparation for raising funds to build around 2,000 new homes per year. The EMTN programme will support our ambitious new funding plans to raise over £4bn over the next 15 years to enable us to deliver new, affordable homes alongside continued investment in existing homes. The programme serves as an accessible and flexible route to capital markets funding, similar to programmes established by other large housing associations in recent years. The approach demonstrates our commitment to meeting its strategic ambitions as it unlocks additional debt capacity created by the merger.

Earlier this month we also published our new Sustainable Finance Framework, setting out our ESG credentials and sustainable investment priorities. This is accompanied by a Second Party Opinion from DNV Business Assurance Services UK Limited which assesses the framework against relevant ICMA and LMA principles.

The Sustainable Finance Framework demonstrates our commitment to sustainable finance; the group intends to use the proceeds from sustainable financial instruments to finance or refinance certain eligible projects set out in the framework. These projects include delivering new, affordable housing, alleviating unemployment and improving energy efficiency, and are seen as key drivers of positive ESG outcomes for our customers and communities. The group has already issued instruments under the previous Bromford and Flagship Sustainable Finance Frameworks, allocating the proceeds to sustainable projects and reporting the positive impacts to investors through Use of Proceeds reports.

These frameworks give us the tools to access the funding we need to meet our ambitions and work with investors who share our commitment to making a lasting difference to the communities we work in and enabling our customers to thrive.”

In March 2025, we issued our first private placement, raising £75 million from domestic and international investors. Through the updates to our key financing frameworks in June 2025, the group aims to build and maintain partnerships with new and existing investors who share its vision to deliver meaningful change.
